We set up a Google Ads account for our client in order to run shopping ads. I entered the billing information using her credit card. Our client has a second Google Ads account. She also used the same credit card information in her account. Both AdWords accounts have the same account information. This resulted in the suspension of our account due to suspicious payment activity.
This problem also affected our Google Merchant Account account. It has also been suspended as a result of the suspension of Google Ads. I sent an appeal, but I have yet to hear back from them. What other options are there for re-running the shopping ads?

You should be using an MCC account to access the client's account. Setting up another account with the same payment information will get the account suspended every single time.
