I run a pet niche site (dogs) where I'm concentrating efforts publishing a highly structured silo of INFORMATIONAL content around a specific sub-niche (related to dog health). The site is built on an expired domain (was a pet store in 2013) and was dormant until I acquired it 20ish months ago.
I designed the silo myself with proper structure and interlinking. The silo consists of 50ish posts, and it's 75% live. The content is being written by professional writers (my own team), in Surfer SEO, with attention to interlinks and linking out to high-quality resources.
**The majority of posts we're publishing are not showing for the designated keyword phrase. For example, a post "can dog xyz" is not showing on Google for that same keyword, at all. Not even at page 100. **
No penalties or manual actions are present. No issues in webmaster tools. All posts are indexed in both search console and I can find them on Google when using advanced search strings (for example "can dog xyz" + "sitename"). But not when I search for that specific keyword.
What could be the problem?

Just publishing content and interlinking won’t help. Silo structure itself is overrated in SEO. You need to compare what your competitors are doing, and, at a minimum, their efforts should be matched. Otherwise, you’ll be scratching your head all day, wondering why you aren’t getting traction.  Also, make sure you are getting backlinks.  Another thing that helps would be to purchase a Press Release.
