Different City pages for these 3 keywords or okay with one?

I need some assistance so I am doing SEO for a carpet cleaning business and I have found some really good keywords for their town/city and sounding areas.

My question is do I need to create a separate page for each keyword for example:

1) carpet cleaning + town name

2) carpet cleaning + town name + PA

3) carpet cleaning services in + town name

Can I just make 1 page and focus on those 3 keywords by having 3 different headings having those keywords? Or is it grounds for keyword cannibalizing?

I would really appreciate any help or guide on this concern.

You should be able to hit all of those keywords on one page. To avoid repeating and overuse I would also include some other headers that aren't city-focused so you aren't over-optimizing.

Now if you are doing different cities I would suggest a page for each city.
