if you build a website in javascript, doesn't google detect the content or not

It depends a little on JavaScript and how well it is coded to be accessible.
Google renders a site before indexing, including all the CSS and JavaScript, but because there are so, so many different ways to use JavaScript, it may not always understand them all. That's mostly in regard to client-side JavaScript.
Then there is server-side JavaScript, which *ought* to be seamless and transparent, making no difference at all, as the output from the scripts should be plain HTML and CSS.
