Google does not care if your content is unique or not. The content owner you are stealing from, on the other hand, most likely will care!

yes it can, but not because of Google, if not because you can get sued by the content owner if he has a patent on it.

Yes, plagiarism does matter when it comes to SEO.
Almost all search engines consider the originality of content when determining where to rank a website. You will not rank as high as you want when you copy someone's content.
5% will not impact much but a little bit. If you can post original content, it will be much appreciated by search engines and users.
